H2-B visa : Pennsylvania firm charged with gaming H2b visa program

If you believe it is impossible to game the visa system in the USA well think again, a Pennsylvania staffing company has been charged with immigration visa fraud concerning the H2B visa program, it is a scheme out of this world, the scheme was so clever that somebody must have fouled up for them to get caught. My question is if one company has been caught how many others are out there exploiting the H2-B and other types of visas.

This company was manipulating the H2-B visa that was created to help companies struggling to hire seasonal workers in non agricultural sector of the economy, there is a limit to the number of available visas every year so for one company to have been able to acquire hundreds of this corvetted H2-B visas must have been a huge blow to those playing by the rules.

Changes were recently made to the program in 2008, it appears as if the changes made it possible for this kind of H2b visa fraud to occur, the language of that particular section of the changes is below

Allowing H-2B petitioners to specify only the number of positions sought and not name the individual aliens except where an intended alien beneficiary is already present in the United States; or where an alien is from a country not eligible for participation in the H-2B program;
